The Lightfoot Planning Group provided planning services for the relocation of an aging concrete plant to a site that provided an opportunity to have a state-of-the-art batch plant to continue servicing the North County coastal market. The site was 4.3 acres located in an appropriately zoned area, but was adjacent to banks of the San Luis Rey River and an open space canyon. While the site was a level graded pad, previously occupied by an auto-dismantling yard, it now had substantial visibility from State Route 76.
Among other issues evaluated during the review process were truck traffic, noise effects, and storm water compliance. A color analysis was done so that the plant equipment would be painted to blend with the adjacent bluffs to reduce its prominence. The water containment facilities on-site were designed and sized to meet concrete production requirements and to comply with city, regional, and statewide storm water management regulations. Computer-generated visual simulations were created to successfully address the visual impacts upon the State Route 76 view corridor.
