Hallmark Communities and Naim Associates

Beginning with General Plan and Zoning Amendments to establish consistency with the Oceanside Habitat Conservation Plan and now processing a Tentative Subdivision Map and EIR, TLPG has been representing Hallmark Communities to develop this 36-acre hillside property stretching south of the State Route 76.  Half the site was successfully zoned for medium-density residential and half for open space preservation.  Three clustered villages are now proposed with up to 198 condominium units.  Hillside topography, open space preservation, site access, 100-foot fuel modification zones, and significant biological habitat all present challenges for the ultimate site design.
