The Vista Townsite Specific Plan won the 1993 American Planning Association's Small Jurisdiction Implementation Award.  The Plan covered over 200 acres in the central part of the City of Vista, California.  Design guidelines, use regulations and public improvement issues were addressed for the largely Hispanic community.  The Lightfoot Planning Group had to develop a plan that responded to the cultural heritage of the residents, while addressing the neighborhood rehabilitation that the city wished to accomplish.  Bi-lingual workshops were held to both educate the community on the Planning process and to gain their input to the Plan’s content.  The resulting neighborhood vision was approved by the Council, with strong neighborhood endorsement.
